Australia launches Guarantee of Origin certification scheme

The Australian government has launched the much-anticipated “GO” scheme, a voluntary framework for emissions accounting of products including ammonia, plus the certification of renewable electricity feedstock. “Product GO” digital certificates will allow producers, exporters and consumers to prove where a product was made, and the emissions associated with its production, transport, and storage. Beginning with electrolytic hydrogen, the responsible department (Department of Climate Change, Energy, the Environment and Water) plans to expand the scheme to include hydrogen derivatives like ammonia, biomethane, liquid fuels and green metals. Amongst others, the digital certificates can be used to demonstrate eligibility of ammonia production projects for Hydrogen Headstart funding.

Our government wants to grow this – and this scheme provides the regulatory certainty that Australian businesses and investors need to increase our share in it. Our scheme will mean that our exporters, farmers, and industries will be able to seize the benefits of net zero globally, while helping to protect our environment for future generations.

Renewable Electricity GO (REGO) certificates included in the scheme can also be used to support renewable electricity use for environmental, social and governance reporting claims and other reporting and policy needs. The use of these REGOs will replace Australia’s current renewable energy certification scheme (“Large-scale Generation Certificates” or LGCs) once that program ends in 2030. A government-associated body (the Clean Energy Regulator) will administer the GO scheme, maintaining the certificate registry and monitoring compliance.
