Avina Clean Hydrogen: renewable Texas project progresses

Avina Clean Hydrogen announced that the Texas Commission on Environmental Quality has issued a final air permit for the facility, clearing a key set of environmental and regulatory hurdles. Earlier this year Avina announced that it had selected KBR to provide ammonia synthesis technology for the project. In 2022, Avina signed long-term offtake contracts for 100% of phase one production output with an unnamed customer.
FID is due in the first half of 2025, with two phases to be built by 2028. FEED work will soon be completed. Avina indicates that the facility has already secured pre-certification in two key jurisdictions: hydrogen production will comply with the Renewable Fuels of Non-Biological Origin (RFNBO) standards established by the European Union, and the renewable ammonia product will comply with Tier 1 status under South Korea’s official Clean Hydrogen Pre-Certification program (Avina reports a Well-to-Gate carbon intensity score of 0.04 kgCO2e/kgH2 has been pre-certified).
This milestone marks a significant step forward in the company’s commitment towards advancing renewable fuels technologies and supporting the transition to a low-carbon economy. The rapid completion of this permitting process demonstrates the strong commitment by the regulatory bodies in the state of Texas towards promoting low carbon infrastructure development.

Avina has selected pipeline transport for the ammonia product, which will be sent directly to the Port of Corpus Christi for exports. No road or rail transport will be used, minimising worker and public exposure.
