Further government support for ammonia bunkering and ammonia-fueled vessel development in Norway

Azane – ammonia bunkering terminal development
Azane Infrastructure AS has secured an ENOVA grant of $43 million to speed up the adoption of ammonia as a maritime fuel. Thanks to this funding, Azane will collaborate with its partners to construct three ammonia bunkering terminals located along the Norwegian coast at Florø, Stavanger and Mongstad.
The Florø hub is already under development by North Ammonia and Fjord Base Holding and will feature common user infrastructure and grid connection and is already in the queue for grid capacity reservation. In the Stavanger region, the Risavika ammonia bunkering hub is under development by a partnership among Iverson Fuels, the Port of Stavanger, ASCO Norge and St1. Expected to become operational by 2029, the three terminals will play a crucial role in enabling zero-carbon ammonia-fueled operations in coastal and offshore shipping vessels.

ENOVA has also awarded $29 million to Amon Maritime towards the construction of three new ammonia-fueled bulk carriers. The three Kamsarmaxes, each with a 80,000 – 85,000 DWT approximate capacity, will combine “high energy efficiency with carbon free fuel”.
The new vessels are also fully compliant with European steel industry regulations including the EU Emissions Trading System (EU ETS) and the FuelEU Maritime regulations. Combined, Amon Bulk has now secured over $55 million from ENOVA to build five ammonia-powered bulk carriers, with the first funds awarded in June 2025 The five ships are expected to be delivered between 2029 and 2030.
This grant provides the foundation to move forward with three additional Kamsarmax vessels. It marks a significant milestone for Amon Bulk and for the shipping industry’s green transition.
