Keppel-led consortium gets nod for bunker, power pilot in Singapore

Following a rigorous, lengthy selection process that began in late 2022, a consortium comprising Keppel Infrastructure, Advario and Sumitomo Corporation has been selected to progress plans for an integrated ammonia-fired power plant, terminal and bunker facility to the FEED stage. Singapore’s Energy Market Authority (EMA) and Maritime and Port Authority of Singapore (MPA) selected the Keppel-led consortium as one of two finalists in July last year.
We are honoured to lead this trail-blazing consortium, paving the way towards a resilient, low-carbon energy future. Building on a successful pre-FEED study, we will continue working with world-class partners Sumitomo Corporation and Advario, while harnessing Keppel’s deep engineering expertise and proven operating capabilities to deliver a cost-competitive, scalable ammonia value chain for low-emission power generation and bunkering. If implemented, this would be among the world’s first direct-ammonia combustion power plants—and Singapore’s first—setting a new benchmark for clean fuel solutions and global decarbonisation.

The pilot itself will be an “end-to-end ammonia solution” on Jurong Island. It will combine a 55-65 MW, direct ammonia-fed combined cycle gas turbine, linked to a 100,000 ton-capacity ammonia bunkering facility (initially shore-to-ship, and then eventually ship-to-ship). This will enable fuel ammonia to be transported, transferred and stored safely near the power generation plant, which will provide electricity for nearby industrial customers. The pilot is part of Singapore’s National Hydrogen Strategy, which was launched in 2022 and prioritises experimentation with hydrogen technologies “on the cusp of commercial readiness”, including ammonia.
