Moeve takes FID on Project Onuba

Spanish energy giant Moeve has approved the final investment decision to begin construction in the coming weeks of Project Onuba, the first in several project phases in the “Andalusian Green Hydrogen Valley”. More than €1 billion will be invested in the project, featuring 300 MW of installed electrolysis capacity, with the option to expand by an additional 100 MW. The overall Valley scheme entails up to 2 GW of installed electrolysis.
Led by Moeve with a majority stake (51%), Onuba also includes participation from Masdar and Enalter (an Enagás subsidiary). Biofuels, ammonia, methanol, and feedstock for local chemical and fertilizer production are some of the final product options, and in 2023 Moeve (then Cepsa) announced partnerships with Yara and the Port of Rotterdam to establish renewable ammonia corridors.
This decision to launch Southern Europe’s largest green hydrogen plant marks a defining step in Moeve’s Positive Motion transformation strategy. Onuba will anchor a world-class hub for green molecules in Spain, supplying renewable fuels to hard-to-abate sectors while reinforcing Europe’s energy and industrial resilience. The Andalusian Green Hydrogen Valley has been designated as a Project of Common European Interest (PCI) by the European Commission, and in April 2025 received €304 million from the Government of Spain under the Recovery, Transformation and Resilience Plan. Moeve is also progressing a renewable ammonia project in southern Morocco with local utility Taqa.
