Winners of 2nd EU Hydrogen Bank auction announced

The European Commission has selected fifteen more renewable hydrogen projects to receive subsidies for production over ten years, following its second auction process. They will receive a total of €992 million in EU funding, from the Innovation Fund sourced from the EU Emissions Trading System (ETS). Whereas winners in the first auction round were limited to the Iberian peninsula and Scandinavia, projects from Germany and the Netherlands have now been successful.
Twelve projects covering hydrogen for vehicle fuel, pipeline injection, methanol and ammonia will receive fixed premium support between €0.20 and €0.60 per kg produced, and three marine fuel-focused projects receiving €0.45 and €1.88 per kg produced. The subsidy range is very similar to the first auction round (€0.37 – €0.48), with more total funds awarded (€720 million). A third auction round is planned to begin at the end of this year.
The winners
The 12 successful projects are targeting a variety of markets. Ranging from hydrogen vehicle fuel to methanol and ammonia, the projects are located in Spain, Finland, Germany and the Netherlands. These range significantly in production volume, from 17,000 to 411,000 tons over the ten year time period. The three marine fuel-focused production projects are located in Norway. Two of these projects will produce ammonia, both led by IGNIS: one in the Port of Seville, and the other as part of the larger Hydrogen Valley Coruña initiative.

And, as happened after the first round, the EU has indicated several member states have opted to launch their own “Auctions-as-a-Service” mechanism, funding projects that were eligible for this auction, but not amongst the selected winners. Spain, Lithuania, and Austria will allocate up to €836 million in national funding to their highest ranking projects not successful in this round.
The total number of bids for this auction round was 61 projects across 11 countries, requesting more than €4.8 billion (or 4x the available budget). Eight of these bids were specific to the maritime-focused funding. This is compared to 130 project bids and 15x the total budget value in the first round, suggesting that potential bidders have a much stronger grasp of the metrics required to be amongst the winning projects.
